The deck obviously mono Blue, the colour of Control in magic. Teferi does provides some good quality abilities as a worthy Commander through his card advantage and acceleration, something Blue really needs. Using him as the Commander as always saves you some tutors to get him out from that huge library of 99 cards.
He does has too good of a set of loyalty abilities that he would has a huge target board on his head whenever he hits the battlefield. Card advantage, acceleration, and an eventual ultimate which allows all your other planewalkers (granted you would need to alter the deck to include cards like Jace the Mindsculter for example) to work overtime; each one of those abilities is a headache when you are sitting on the opposite side facing a hostile Teferi.
